The functionality of the pilot project was the following:
- Budget management, list of clients and list of expenditure types
- Management of financial plan – monthly and daily financial plans
- Evidence of commitments
- Evidence of payments and invoices
The application Expenditure Management was running on Oracle Database 8i and Oracle Application Server, and it enabled access to the system either from the internet or from the local computer network. The three-layer architecture (client – application server – database server) only required a common internet browser on the client side.
The pilot project has improved the process of expenditure management, process of revenue planning and processes of ex-ante control. These processes stood for the starting point for upcoming State Treasury system, as the pilot project subsequently served as the base for the new Act on State Treasury in Slovak Republic (291/2002 Z.z.).
